An NHS Hospital Trust (expecting to achieve Foundation Trust status) was planning to set up autonomous business units, Pathology being one, for the purposes of service line reporting. They needed to understand the costs of the current services, so that a baseline could be drawn and informed decisions made about opportunities for expansion. And they wanted to be able to update the data periodically to review the impact of change on costs and productivity.
We described and debated the drivers of costs and the allocation and apportionment of overheads. And we collated data on costs and volumes of tests and used them to develop a computer model. The outputs from the model gave the Pathology Service information that was both suitable for their immediate needs and also consistent with work being done nationally, against which they could benchmark themselves.
