As part of Lord Carter’s Independent Review of NHS Pathology in England, we were asked to report on the cost of the different types of test done in laboratories. We worked with a number of hospitals and experts to understand the people, processes and complexity of the pathology service. From this we developed an activity-based cost model.
We modelled:
and apportioned them to representative ‘baskets’ of tests.
The study covered 39 million tests and 4,000 NHS employees. An iterative process ensured the accuracy of the data and of our cost model. We also gathered information on the activities of professional, scientific and administrative groups in support of the Pathology Service.
